Contract Duration: For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).Organizational ContextThe Detention Section's main role is to ensure safe, secure and humane conditions for persons in the Court's custody and to provide for the smooth functioning of the detention facilities in accordance with the internal applicable legal texts and international standards. Under the direct supervision of the Director of the Division of Judicial Services (“DJS”), and under the authority of the ICC Registrar, the Chief Custody Officer heads the ICC Detention Section (“DS”) in charge of managing the ICC Detention Centre and all of its operations 24/7.This includes implementation of the standard operating procedures and policies, development and implementation of risk assessment processes, staff training, analysis and follow up of health and safety issues, reporting to Chambers, review and application of emergency and crisis response procedures, organization of family visits, implementation of restrictions on communications, management of the annual budget allocated to the Detention Section, liaising with the Host Prison on a range of issues, daily management and administration of the detention regime including complaints and disciplinary procedures, and continuous strategic development of the ICC Detention Centre (“ICC-DC”).Duties & ResponsibilitiesUnder the direct supervision of the Director of the Division of Judicial Services (“DJS”), and under the authority of the ICC Registrar, the Chief Custody Officer heads the ICC Detention Section (“DS”) in charge of managing the ICC-DC and all of its operations 24/7.The incumbent will be responsible for, inter alia, the following duties:
  • Provide first line operational, managerial and logistical advice to the Director DJS, and the Registrar as may be required, on all matters related to the detention of any person under the custody of the ICC, or any matters related to the administration of the ICC-DC.
  • Provide leadership, guide and supervise the team of the Detention Section, and the custodial staff to ensure the good management of the daily operational activities of the ICC-DC, its security and order.
  • Oversee the functioning and management of services provided by the medical unit of the ICC-DC.
  • Ensure the humane treatment and safeguarding of the rights of any person under the custody of the ICC, and the maintenance of good order and security.
  • Manage and supervise the work and the staff of the Detention Section.
  • Ensure compliance with the applicable Regulations of the Court and the Regulations of the Registry.
  • Carry out disciplinary and complaint procedures.
  • Formulate, develop and review strategies and policies related to the daily management of the ICC-DC including counselling, exercise, food, sanitation, hygiene, visiting hours, lock and un-lock up hours, family visits, communications, health, transport, self-harm, segregation, technology.
  • Implement orders by Chambers and decisions by the Presidency, the Registrar and instructions from the Director DJS.
  • Prepare and manage the budget allocated to the Detention Section.
  • Interact and maintain a good working relationship with clients. Ensure good and proactive communications with detained persons and defence teams. Hold regular meetings with detained persons and report on a regular basis to the Director DJS.
  • Develop strategies to ensure a full and sustainable way to provide cultural adapted meals.
  • Develop new and review existing policies and Standard Operating Procedures (SOPs) pertaining to the management and operations of the ICC-DC.
  • Design a new model of security and safety measures for managing detained persons who require special care.
  • Design, develop, and review existing risk assessment processes.
  • Manage crisis responses in the event of disturbances.
  • Lead the effective management of all aspects of the relationship with the Host Prison.
  • Ensure training of custodial staff with a specific highlight on the respect for diversity and culture.
  • Ensure that custodial staff is aware and observes the applicable regulations on detention and ICC operational procedures.
  • Interact with other (international) jurisdictions through the established channels.
  • Ensure the optimal use of the resources made available through the agreement with the Dutch authorities.
  • Review and advise on the implementation of recommendations by the inspecting authority.
  • Establish and participate in a weekly duty system outside of working hours.
Essential QualificationsEducation:An advanced university degree, preferably in law, political science, legal science, social studies, sociology, custodial leadership, or criminology is required.A first level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.Specific training in a penitentiary school will be considered as an asset.Experience:A minimum of ten years (twelve years with a first level university degree) of experience in senior prison management in a high risk/high security environment is required. Relevant experience in an international jurisdiction would be considered as an asset.Experience in senior prison management in a high risk/high security environment is required.Skills and abilities:
  • Strong interpersonal, communication and organisational skills.
  • Knowledge of international standards on detention matters and ability to deal with ICRC recommendations and standards.
  • Ability to demonstrate sound judgement, loyalty and discretion, particularly in the handling of sensitive information.
  • Ability to conduct clear and rapid analysis and reporting in a very structural way taking into consideration legal implications. Specialized training in prison management and planning as well as knowledge in the use of computer applications.
  • Good interpersonal and communication skills; demonstrated ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds.

  • Ability to motivate staff and detained persons.
Knowledge of languages:Proficiency in one of the working languages of the Court, English or French, and working knowledge of the other is required. Knowledge of any other official language of the Court would be considered an asset. Realising objectivesLearn more about ICC and .Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ) to implement a tenure policy at the Court as of 1 January 2025.- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy.
