Netherlands based is required. Re-location & remote working is not offered)The Logistics Department provides logistics and technical support to the MSF-OCA (Operational Center Amsterdam) medical humanitarian programs conducted in the various project countries. The department consists of several units, including the European Supply Center - Amsterdam Procurement Unit (ESC-APU).This unit is responsible for sourcing, procurement and processing the orders for supplies from some 26 project countries in accordance with the Service Level Agreements.The Tactical Procurement team is part of APU and ensures that goods and services can be sourced and are available at the right time, in the right quantity and for the right price. It continuously looks for improvements in availability and pricing, while anticipating and mitigating potential supply-related risks. The team actively manages supplier relations and controls their performance.At International level, in line with the MSF Organizational Supply Strategy’s (OSS), the Tactical Procurement team works in cooperation with the two other European Supply Centers (ESCs) in Brussels and Bordeaux as well as the Global Procurement Unit (GPU), to further mutualize procurement and leverage the scale of MSF.Main responsibilitiesYou will oversee the complete sourcing process for a specific range of products. In this position, following the Procurement Strategy, you develop and implement an action plan for the spend categories under your responsibility, to ensure that the MSF projects are supplied with the requested products for the best prices taking the MSF specifications and quality standards into account and assuring the expected service level and performance.Responsibilities and activitiesIn collaboration with operational procurement, products specialist and other HQ departments you to fulfil at best the requirements of the organization regarding sourcing of goods and services while striving for optimizations, and you perform a constant Market watch to monitor supply risks and opportunities. Other responsibilities and activities are:You are in close contact with the relevant stakeholders from Medical/Technical Working Groups to understand the current and future requirements of the supplies OCA needs. You give advice to stakeholders, line managers and operational procurement team about the purchase of goods and services.You know the supplier market for your category of products, you are up to date with market trends, developments and supply risk. You use this information to source the most adequate suppliers.You negotiate directly with suppliers in order to optimise the conditions to obtain these goods.You follow up on your supplier's logistical performance and implement corrective actions when needed.You keep profitable relationships with your key suppliers; with them you find opportunities for collaboration at the benefit of MSF Supply Chain. You also gather intelligence on the market allowing you to anticipate possible risk of supplies. You propose mitigation measures.You work in coordination with other ESC’s to maximise the leverage MSF’s buying power.You develop inter-ESC procurement strategies and manage inter-ESC tenders, when necessary, or potentially advantageous.Candidate ProfileWe are looking for an enthusiastic, integer person with an educational background in Logistics Supply Chain Management, Procurement/Sourcing or Business Administration.You have worked at least 4 years in a similar position in sourcing and procurement.You have experience in Procurement and Sourcing at an international level.You are familiar with Procurement Management principles such as Strategic Sourcing, Supplier Base Management and Risk Management.Good communication skills and fluency in English (speaking and writing) are essential. Fluency in French is an asset.Statistical/reporting skills in e.g. Excel are necessary. You do not just possess analytical skills; you know how to use them to turn data into meaningful information, and to convince your stakeholders accordingly.You are a keen negotiator and able to use market knowledge effectively. In the framework of cooperation with the other operational MSF supply centers, you will engage in international meetings on procurement topics and product families. You are furthermore prepared to work outside office hours, when required.You are highly organized and able to structure and prioritize a high amount of day-to-day operational tasks efficiently, while maintaining a strategic mindset to align these activities with broader procurement goals.You are familiar with automated order processing systems.
