Project Leader (Nuclear New Build Program)

- Provide strategic leadership to multidisciplinary teams engaged in nuclear new build activities, ensuring alignment with international best practices (e.g., IAEA, EUR, WENRA).
- Oversee and manage the formulation and execution of project plans, including technical, commercial, and regulatory workstreams.
- Advise the Contracting Authority on sequencing, preparation, execution, and finalization of deliverables across the framework agreement.
- Act as the primary interface between the Contracting Authority, technology suppliers, regulators, and other stakeholders.
- Lead the development of project governance structures, decision-making frameworks, and readiness review approaches with stage gates.
- Support the Project Management Office (PMO) in establishing oversight frameworks for project execution and ensuring regulatory compliance.
- Manage risk, quality, and stakeholder engagement throughout the lifecycle of the program.
- Facilitate knowledge transfer to build the capability of Contracting Authority personnel in alignment with the goal of evolving into an intelligent customer.
- Education: Master’s degree (or equivalent) in Engineering, Nuclear Sciences, Project Management, or a related field.
- Experience:
- Extensive proven experience leading multidisciplinary teams in complex nuclear power projects.
- Personal experience and knowledge of large-scale nuclear power projects, including design, procurement, construction, commissioning, and operations.
- Strong track record of managing projects with budgets exceeding €500 million.
- Familiarity with Dutch and EU nuclear regulatory frameworks is highly desirable.
- Skills:
- Strategic leadership and decision-making in high-stakes, politically sensitive environments.
- Strong understanding of nuclear technical specifications and planning processes.
- Excellent stakeholder management and communication skills, including interfacing with regulators and government entities.
- Fluency in English (C1 level required); Dutch proficiency is an asset.
- Willingness to be based at the Contracting Authority’s premises full-time (40 hours per week).
- Pre-employment screening, including a ‘certificate of no objection’ from the Dutch intelligence agency (AIVD).
- Adherence to strict confidentiality and ethics codes in line with Dutch government requirements.
