You can contribute to this cause by joining the ICC.Organisational ContextThe Independent Oversight Mechanism (IOM) is a subsidiary body of the Assembly of States Parties to the Rome Statute (Assembly), established in accordance with article 112, paragraph 4, of the Rome Statute. The purpose of the IOM is to provide comprehensive oversight of the Court through the conduct of internal administrative investigations, evaluations and inspections in order to enhance its efficiency and economy. The IOM exercises complete operational independence in the fulfilment of its mandate and reports to the Assembly. The IOM's investigation mandate ensures that allegations of unsatisfactory conduct are investigated thoroughly and impartially, protecting the interests of the Court and upholding the rights and obligations of Court personnel. The evaluation mandate assesses the relevance, effectiveness, efficiency and impact and sustainability of the Court's activities, contributing to organisational learning and accountability. Finally, through inspections, the IOM examines the operational and administrative performance of the Court activities ensuring compliance with established standards.As part of its ongoing efforts to strengthen its operational efficiency, the IOM seeks an experienced Policy Development Specialist. The incumbent will be responsible for drafting, reviewing, and implementing policies and standard operating procedures (SOP) that are aligned with the Court's strategic objectives, legal frameworks, and international best practices. This is a unique opportunity to contribute to the development of foundational tools and processes that will enhance the IOM's operational effectiveness and ensure procedural consistency across its activities.The Visiting Professional will collaborate with IOM's senior staff and will be under the general supervision of the Head of IOM.Duties and Responsibilities * Assist in identifying gaps existing in IOM's policies and procedures and provide recommendations for addressing these in line with the Court's regulatory framework, IOM Operational Mandate and internationally recognised best practice.
Provide support in drafting comprehensive policies, standard operating procedures (SOP), manuals, guidelines, collaborating as necessary, to ensure coherence and alignment across the policy framework.
Assist in identifying and providing recommendations for improvements to existing policies.
Assist in the preparation of memoranda and other documents on any subject assigned that pertains to the IOM mandate.
Perform any other tasks as assigned by the Head of IOM
Required QualificationsEducation: All candidates must have a university degree (preferably Policy, Public Administration, Law, other social science or related field) from a recognized university. Candidates are expected to have a very good record of academic performance.Experience:Visiting Professional placements focus on candidates who have extensive experience in their professional careers in relevant fields of work. Practical experience that is relevant to the work of the Court may be considered an asset. Candidates for a Visiting Professional placement must have at least 3 (three) years of relevant professional experience.Knowledge, Skills and Abilities:
Strong analytical and drafting skills
Ability to adapt to a multicultural and multilingual working environment
Strong teamwork skills (listen, consult and communicate proactively)
Good standard of computer skills (including Microsoft Office applications);
Other important qualities are discretion, reliability, intellectual rigor, precision, perseverance, creativity, co-operative spirit and integrity.
Languages:Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is an asset.Other criteria: It is the Court's objective to have diversity and gender balance.
